by that and we're getting some showers and thunderstorms to the south. that is the warm front south of the warm front. the temperatures are warmer, middle 80s or so and this is what it looks like in terms of the rainfall we have had. almost a wall along i-95. east of i-95, there is nothing in terms of heavy rain. this morning, we did get the heavier rain showers moving west of i-95. here in the city, approaching an inch of rain, but along that montgomery county, loudoun county, a pathway there and as much as 2 1/2 inches for gaithersburg, more than that in places in loudoun county and that is where the heaviest of the rain was. we'll talk about that and have to make changes to the forecast and we'll let you 99 a few minutes. >> thank you, gain. remember, you can check live doppler radar with the fox

5 weather app and download it on your droid, iphone or ipad g. to www.myfoxdc.com for more. it's been years since the snipers terrorized our region. the police hunted for john allan mohammad and lee boyd malvo. they were linked to 10 shootings -- several shootings, including 10 in the d.c. area. the case is unforgettable for those of us living in the area at the time. the evidence has been locked away for years and eventually, some will be on display at a new downtown museum opening in 2015. beth parker got a look. >> reporter: three weeks of terror. while some would rather forget about the shooting in a maryland suburb, they're working to keep the memory alive. >> this is the fairly well- known tarot card. >> reporter: that was left at the scene of the shooting at benjamin tasker school in prince georges county.

>> for you, mr. police, code, call me god. don't release to the press. >> reporter: the handwriting connected lee malvo to multiple scenes. they online from the prince -- on loan from the prince william police department and it will be going to the museum going built -- that is gettingibility. >> for a museum, it's a big piece. >> they wearing gloves preserve the artifacts. we want to show you around the car a bit, as you may recall. the seat of the car lifts so that they were able to crawl into the trunk and shoot without leaving the vehicle. >> reporter: a black glove in the hole in the trunk. >> law enforcement believe it was used this way and the barrel of the gun would sit in here. >> reporter: there is the car's title and registration showing it belonged to john mohammad. >> there is some crony ironies and one is that the vehicle was purchased at a place called

times that way i kept track of their movement and put me in the opposite direction. and another said i would get gas near my work or go to a station where someone could pump their gas for me -- the gas for me. i was terrified something would happen to me and i shopped around for bulletproof guests -- vests. we thank you for your comments. i. the random attacks have the entire d.c. region living in fear, even reporters here on fox five. coming up later, we'll talk to some of them about the pressures of covering this case while the snipers eluded capture. another big story. the d.c. council made a bold move to send the message. d.c. leaders want full budget control and are pushing a plan they hope will get attention on capitol hill. >> reporter: the plan is to put the issue on the ballot. so district residents can vote on it.

this vote would basically be to change the district's home rule charter. removing congress's ability to control the budget. it sound said confusing, but some think it will work. it's not often you see the mayor of powerful cities in the country sit down in the middle of the street, handcuffed and taken to jail. budget autonomy was one of the reason yes mayor gray and several council members took a bold move. there has been progress on the hill, but still no autonomy bill has been passed. >> i think every member here knows the purpose of the district government having control over our budget. >> reporter: phil mendelson introduced a bill on tuesday with all council members on board. that would basically allow voters to approve a change in the district's charter that would block federal control. >> we believe that is what it

would do. the congress in the united states has a final say to vote the referendum up or down and hope that they will decide to take it back. >> reporter: the plan could not only give d.c. leaders full control of the budget, but also keep federal budget issues separate. >> it would keep federal disagreements over whatever issues are unrelated to the district government that result in a threat of or actual shutdown of the district government. the federal government tries to work out the disagreements. >> reporter: on the hill, congresswoman eleanor holmes norton made progress on budget autonomy. the council continues to support the efforts but believe that it's time to try something new. >> it allows us to produce a clean bill on our own. >> reporter: congresswoman norton's office issued legal issues it might be a risk and

she'll continue to work with her allies on the hill to pass a budget autonomy bill, will. >> and that is a fight you will continue to cover for us. thank you. >> uh-huh. >> a major victory for democrats. the judge blocked the voter i.d. law from going into effect election's day. it was a ploy to defeat president obama by making it harder for the elderly and minorities to vote. the judge ruled there was not enough time to enact the law to make sure some voters were not disenfranchised. in less than 24 hours, president obama and mitt romney will square off in their presidential debates. both have been behind closed doors rehearsing for the first face-to-face meeting and tom fit earl has more. >> reporter: it's been interesting. publicly, both of these campaigns have been downplaying the importance of the first debate. the president is not going as -- is going as far as saying he's all right in these kinds

of forums. clearly, what we know, is that these debates are important n. a race where the polls are putting the president ahead and not out of reach of mitt romney, it's the challenge who may have more to gain and lose. the president took a break from two days of debate rehearsals to visit one of his own campaign offices in las vegas. he brought pizza to the volunteers and made some phone calls to a couple of voters in the area and many were surprised to have the president of the united states on the other end of the phone. mitt romney picked up a big endorsement in the denver sports world, an icon of the denver broncos, the former quarterback john elway appeared with romney offering his support. when we spoke to two top officials from both campaigns, they said what is clear is that they're both trying to do what they can to reach out to voters who still have not made up their mind. >> it's really honing in on

. new details in yesterday's train derailment that injured dozens of people in california. an amtrak official said the crossing gate was down, lights were flashing and bells ringing when a big rig hit a train at a central valley regard crossing. the investigators plan to look at the condition of the truck. the track re-- track opened after the crews replaced hundreds of feet of damaged track and signal equipment. american airlines confirmed that passenger seats came loose on the plane. the incident happened between veil, colorado, and dallas -- vail, colorado, and dallas. they're expecting -- inspecting similar boeing 757s. >> the 757 fleet is the first the americans outsourced and we're seeing since the first

few weeks since it begun, several aircraft came in with problems. >> the planes were serviced recently on a maintenance space in tulsa and at a separate facility in north carolina. auto sales were up in september. it was also a big year for chrysler, up 12% since last year and selling more vehicles than it sold since 2007. the company credits low interest rate and a brand now product line. gm saw an increase and sales for ford were flat. the u.s. postal service is even deeper in debt after a defaulted on a $5.6 billion payment it's the second time this year. lawmakers left washington last month without passing legislation that would have helped the post office deal with the crippling debt and operating losses. the forecast is in for some holiday spending and the national retail federation is betting we're going to open up

our wallets laura evans has more. >> reporter: the national retail federation is expecting solid growth before i introduce you to ellen, i want to show you how it breaks down and they're breaking it down to forecasting 4.1% here for 2012 and in 2011, there was a spending increase of 5.6% and if you look at the past 10 years since the recession began, the average increase in holiday spending was 3.5% and, again, that gives you perspective of what we're facing here. ellen davis, the executive director of the national retail federation joins us now to talk about how this breaks down. and that is going to plan with what is going forward in the economy. why the section optimistic

forecast for holiday spend something. >> if you look at what happened the last 10 years, we have seen up-and-down holiday season. this year's 4.1% is closer to the 10-year average than the last two years. both gross over 5 1/2% year. and this is optimistic and we think it's realistic because it looks at a lot of different factors, the positives and negatives facing a lot of american shoppers rightno. >> what are the indicators you look at? >> we look at job growth, the unemployment rate, the stock market, gas prices. of course, the presidential election is going at least have a psychological impact on shoppers head into this beginning of november, so a lot of factors will play this year. >> seasonal hiring is something you look at as well. i want to show you the numbers for seasonal employment that the national retail federation 6 picturing this year. they expecting stores will add an extra 585,000 to 625,000 jobs for 2012. again, perspective here for

last year, they added a total of 607,500 jobs and this is good news. some turn into employment. >> and target came out and said 30% of the holiday hires last year took permanent positions within the company. for a lot out of work and looking for a career, not a holiday job, working 15, 20 hours a week can lead to tosomething permanent. >> good to have a forecast that is optimistic. >> that's right. >> and thank you very much for being with us. and speak of holiday shopping, toys "r" us are enticing shoppers offering a price match guarantee on all items in the stores. it will match any items available on the toys "r" us and babies are us website. and they not included, by the way.

ago. >> the shootings and convicts and the execution of mohammad. let's start with you, paul. there was so much fear in had region, not just the people but those in the communities where the killings occurred but the broadcasters. >> there was tremendous fear of the unknown. i did a recent knew with chief -- introduce with chief moose and even the police had no idea what was going on. they had nothing, quote, unquote what, he told me and this went on until the snipers decided to communicate and then there was the tarot card and the i am god. i remember that so well and how fearful and chilling it was. it was evil. >> the sense i did when covering chief moose, there was a fear that came over him, you know, those of us who are reporters dealt with chief moose all of the time for various stories. seeing him at the press conferences with all of the

cameras and the national press corp as long as the local folks, there was a sense that he didn't know what to make of it either. >> he was afraid that they would not be able to catch the guys and they had nothing. because of that, there was a tremendous fear this was going go on for week after week and people good morning to continue to fall. one of the biggest fears was a police officer would be shot or an fbi agent and then the people who were protecting the people are getting shot and killed as well. >> and speaking of it from a reporter's perspective, i remember being on the there and thinking this is the perfect opportunity for him to take a shot at us. you were out on several of the scenes, sherry, and you covered the trial. what was that like? what do you remember from that time? >> as far as being scared ourselves, i remember you're in the thick of things and in the middle of it all. you're not thinking about your own danger and safety.

and it was not until there were multiple shootings that the station provided us with bulletproof vests to protect us if we felt we needed them. i never put one on but there was a moment there where i thought should i be? and hindsight being 20-20, when you found out how close malvo and mohammad were at a couple of those shooting scenes, write there at hotels when they could have take know a shot at any of us, at any of the police officers as paul mentioned, that was frightening. what was interesting to me about covering the trials is to see them there and especially lee boyd malvo. you talk to the other people in the courthouse. the people seeing him behind the scopes. during the trial, if you remember, it was testimony almost like -- and i am sure it was planned. he would dress in a nice sweater every day and quiet and drawing and to portray sort of

innocence. when you talk to the people behind the scopes, they will tell you he was anything like what was in the courtroom. he would have violent outbursts. interesting to get the inside scoop of what he was like. >> i have worked with you for 15 years now. you have seen it all. this was different. this was one of the situations where we, as journalists, shared the fear that way saw so off then in the communities. >> and this was, i think, more stressful and not long after 9/11. as a professional journalist, i thought it was stressful. 9/11 happened, we covered it and it was horrific but we moved on and we request go from zero to 91 miles an hour and i remember going to 95 at the exxon station in fredericksburg and i got below the mixing, one of the first photographers

heading that way and here were federal agents in black with semi automatic weapons pulling in the cars and i pulled off, you know, i-95, stop shot all of this and this was an incredible scene. we get to fredericksburg and they're sitting in a hotel room behind us. >> yeah. >> unbeknownst to us and that is a eerie thought and i dorm the day they were caught, the sense of relief. >> and to move the story along and that was tremendous. we were all working 15-hour days. >> sure. >> working the phones. and i remember when it ended, total relief came over me. i wanted nothing to do with the story after that. >> and one of the things talking about was the stress. i remember being here and when there was not a shooting for a day or two, the tension built and you would hear a shooting

. mei-xian is slowly getting back to her normal right 18 at the national zoo. take a look. this is the panda in the outdoor enclosure over the weekend. it's the first time she went out since the baby cub died. she spends most of the afternoons in her den by herself, but she's starting to eat better and they're hoping to reopen the panda habitat soon. investigators say the owner is known to have mental health problems during what they call a case of domestic violence. the police say the owner stabbed coco the shitzu seven times. >> what was difficult is the

situation is that they can be stable one minute and this is a situation where, you know, it can turn fatal in a matter of moments. >> and the good news, coco is recovering and living with a foster family. her owner is undergoing psychological evaluations. the washington area humane society is taking donations to pay for coco's care. >> how sad. couldn't be cuter. >> a sight to see. coming up, how a man managed to get arrested while riding a horse around town. ound town.

his horse on monday afternoon. he galloped along u.s. 1 and toured flagler beach telling police he was heading to his grandmother's house. the police started following him on u.s. one in front of the hot dig itty dog hot dog stand. the owner watched in aqe. >> that was one of the funniest things i saw. >> reporter: people pulled over to see what was going. >> i was coming down u.s. one to here and i see a horse come out of the road. riding on u.s. one on had to be 20 cop cars. they followed him over regard tracks and through busy intersections. >> and we saw the whole thing from start to finish. they were saying down, down and i'm like oh, my gosh. >> reporter: police followed

him for 35 minutes through town when they convinced him to get off of the horse. with help from police, he was cuffed and taken to jail. the horse, we're told h minor injuries to womof its legs, but it's fine thanks to a motorist who stopped to guide it out of the road. >> it stopped and grabbed the horse so it wouldn't get hurt and she's going up u.s. 1 with the horse and -- she's driving and holding the horse i turned around. i have to see the rest. >> and the man riding the horse is facing resisting arrest and animal cruelty charges. and look at this viral video. a skateboarder had an unexpected run-in with the deer and that is coming here yup, that was a skate boarder

we'll stay in the 70s on through the evening hours and overnight, most of us will stay in the 70s, believe it or not. let me show you this is a sense where the showers have been running and some thunderstorms, to, with this. most of the motion is up to the east and to the northwest. we're not talking about the heavy rain here. it appears that some of this is calming down. you just saw a lightning bolt there and this looks like it's weakening and there is not as much in the way of thunder and lightning from this and some strong showers now. i have to believe or around this warm front, we'll continue with the threat of showers the next few hours and during the overnight as well. with the warm front in the area and the warm front coming across our area overnight tonight. the 80s are going to make a return. widespread 80s. not only for tomorrow, but as we get into thursday as well and maybe even lingering into friday. right now, the temperature at its -- well, at the highest

point so far today, 71 degrees and may get warmer than that and into fredericksburg, 77; you jump, 82 degrees for salisbury and farther to the south to virginia some perform are warmer and this is the forecast this evening and just for everybody some drizzle and that is a possibility of a few showers and keeping the temperatures steady now and into some upper 60s to lower 70s and we have some showers and thunderstorms in and around the warm front and that is still a front and a big ridge of high pressure is to the east of us and that is looking right now, this high pressure is going to be a dominant feature to the east of us the next few

days. we were hoping by thursday it was going to be gorgeous around here and things have slowed down a bit now and the big area of low pressure is is to the west of us and this has to clear, obviously. and again, we should mainly have some clouds and that is some drizzle hanging on and fog, too and there is that shower moving through. tomorrow morning, clouds and drizzle and fog will hang on and that is looking like through the day tomorrow, the brighter spots for afternoon. the front is going to go across here. east of the front, there is a potential for a few showers and things are looking better and drier and not as bad as what we hoped yesterday and some clouds on thursday.

and some some steady temperatures. and there can be in some afternoon showers and thunderstorms and that is looks like i-95 into the east here. thursday, 82. , friday looks gorgeous, 82 degrees and on to saturday, 74; more clouds and showers and thunderstorms in the afternoon and that is cool or sunday, a high of 66 and look at monday, which is columbus day with a high of 62 and some morning lows in the mid-40s. >> good, thank you, gary. >> cooler stuff comes after the warm stuff. >> okay. >> thank you. and facebook founder mark zuckerburg is in russia. he met with the prime minister yesterday to tack technology. he is getting drilled over there for not finishing school
